SEO Doubt Several index.html for subsections

Hi my server dosent support mod_rewrite i have a gambling page what i want to do its

Have the general page index.html

with various sections blackjack rollete craps etc

what im thinking is

having several index.html for each page for example

http://www.xyz.com/ in the menu connecting to the other sub sections like this

http://www.xyz.com/blackjack/index.html so it should be read http://www.xyz.com/blackjack/

Will this hurt the google rank of my page !? having several index.html ? does it treat like different webpages?
