    I personally haven't heard of certificates in SEO. The best way to prove you have what it takes to provide a great SEO service is having a site with great SEO. Including examples of other sites you have applied SEO to. No certificate would convince me to use someone to SEO my site. I'd want to see hard proof.

    but I think with Best service will make costumer trust and of course we will get big deals. so we need site with great SEO.
