Is having for example 20,000 backlinks pr0 better or worse than having 1000 pr 3 and 3000 pr1 backlinks?
It depends if those are relevant to your site but if not your wasting time, also depends on time when you get those links if you get that for 1 day only Google might think you are spamming...
I believe it is better to have 1000 pr 3 rather than have a 20000 backlinks from pr 0 because google consider the quality of backlinks and not the amount of backlinks.
according to google.. more quality and relevant google count towards rankings.. so you might also have to consider that..
The latter is so much better, that is, if the links come from good neighborhood and they are relevant to your niche. Google gives weight to link quality and relevancy, fyi.
Quality matters, not quantity . A general tactic to remember is – 50 PR3 links would be way better than 500 PR0 and PR1 links.

Back link is not the only factor to consider your PR. There are 200 factors in Google pR. so better build quality link to have good ranking.

link quality matters, but so does link volume. i have seen sites outrank others on the basis of their link volume, but i havent gone about quality scoring each one so can't give an accurate answer (neither can anybody else). i think its a fair assumption though that 1000 pr0 links vs 1000 pr1 links, the pr1 links would win out. 2000 pr0 links vs 1000 pr1 links though, i dont know...
