SEO and time

    DISCLAIMER: This question can be totally retarded, totally missunderstood or a really valid question.

    Anyway, here it comes.

    How does time come in when talking about SEO? Let's take an example. If me site is now ranked 20th for example, and i haven't done any changes after the last crawl, does this mean it's "SEO" is only worth 20th place? Or is there a possibility that it goes up to TOP5 with time?

    So what I'm trying to ask is: Is a on-site SEO change measured straightly after a crawl and SERP change, or can it take a couple weeks / months before the change takes effect on SERP:s?
