SEO affect on redirect from homepage to a folder ?

    Hi All,
    I installed a forum software in /forum folder of my site.

    Till I develop a nice home page (it may take 1 or 2 months) in the root folder, I am planning to redirect all my users from :

    www.testsite.com to www.testsite.com/forum

    Should I use a Temporary redirect or Permanent redirect ?

    Which one suits best for this purpose ?

    Is there any Google SEO penalty for doing this ?

    Permanent (301). There is no penalty.

    When I did not use redirect and had a dummy home page, it got indexed in Google.
    Now I am using redirect for last 1 week and my site disappeared from Google.
    That's why I was asking if any penalty is there for redirect.

    And one more question. Is there a penalty for temporary redirect ?
