Just Ask for previous works and a report on what are the things he is planning to do for your site. Post some of them in DP forum and ask others whether its good or not?

I am also a SEO, PM me for more details.

Ask him for specifics on how he is going to perform SEO on your site. Also make sure that you read around search engines and forums to understand more about SEO. If he gives you a strategy, discuss it here with other webmasters for more insight.

Always ask for a game plan on what is going to do with your site, and chances are if he knows what he is doing he will already have a plan layed out for your site. Make sure you google some of the things hes says he is doing, and always check your site to see if changes are actually in effect and track everything that is happening at all times with hits, google listings etc.
