Basically a client got the recommendation to replace (not add to) their existing, small, static, rarely-upgraded site with a blog to be updated weekly. The benefits are supposed to be: For SEO purposes, blog as front page would ensure fresh weekly content forcing Google re-index. As well, SEO-wise, WordPress creates multiple pages via tags, categories and archives… all of which increases the number of pages for the site I like the blog idea but do those justifications hold up?

Good themes have w3c validation check passed. there are some more benefits to it, these are the visible benefits which i know from my experience.
This might be a dumb question, but if we use Drupal for our site, can we use WordPress within Drupal for our blogging software? It sounds like WordPress is the blogging software of choice, so I would rather use what's been successful.

First off, multiple pages don't mean a thing if those multiple pages have the exact same content. Google hates duplicate content and will only give credit/juice to the first instance of the content they see. Also, you don't need a blog to get google to visit your site on a daily basis, if you have regularly changing/fresh content, google will visit more frequently.
That's what I did for my site, check my sig if you care to look. I find that my blog expands my horizon for traffic. I run a flash arcade site, but my meta tags are limited to games names. The blog lets me reach out to flash game developers, sponsors and other members of the industry. It also brings up reviews for popular games occasionally which is a nice bonus. All in all it's a nice addition to the site and I enjoy having it around despite it's benefits.
Drupal has a great blogging system in place. You don't need wordpress if rest of your site is already using Drupal.

I can't find any reason why you should not use wordpress to manage your new contents.
