Yes, I have done it and they return it themselves when you don't receive item. Or else you can always open a dispute to get your item.
It depends on what is the company or platform you are using. I'm using paypal to buy thing from China for years and i dont facing any problem so far
Yeah, Paypal is the safest online money transfer company. If you won't get your item than you can open the case and put the dispute. You have to give them all the necessary information regarding the transaction. you will get your money back if you will prove that you're right.
