Adding Bank account to an Indian Paypal account would not do anything to lift your spending/sending limits. The only way to do it is to add a credit card and complete the verification process.
Yes, It is better to add a credit card and convert your account into business account. You will be able to send and receive money for unlimited number of times.
But the charge for business account is high than personal or premier account. If you dont send $1000 monthly then a personal account with a credit card added is suitable for you Also when you send payments through a personal verified account paypal only charges you $0.01 cents.
If you actually view the Paypal website, you would know that there is no difference in fees between a premier and a business account. The sender is never charged for sending money except for Mass Pay where the Sender pays. Where did you get that information from ? Could you provide the URL to paypal's website which states that a personal account is charge $0.01 cents for sending money. Was there a change in policy during the last few days which we are not aware of ?
