Hey, So I have a bit of a dilemma here. I am buying some goods from someone in the Vietnam, but cannot pay him by paypal since he cannot signup for an account due to his location. Are there any sites I can use to send him money from my paypal balance to his bank account (or be able to be withdrawn to his bank account)? Thanks
Not sure that Xoom supports your client's country or not but you can check yourself at their site (xoom.com) for that. If xoom support then you can send your client money directly in their bank account through your paypal account. DON.

If he has valid bank Account in Vietnam then you can use Xoom.com where you can send payment by PayPal balance and payment will deposit in his bank account.
