You are asking a question about something being legal. You will not be taken to jail or sued it court so no it is not illegal. However, it is against the rules of this forum and as such, if you are caught, the account will be banned and the person selling it will be banned.

A person with over 3000 posts can make a lot more using DP than the amount of money these scammers are offering. If you are really a webmaster, you already should know the answer to your question. Only scammers deal with buying and selling accounts.

The simple answer is to sell some product in this forum. Remember most of them want an account with itrader rating or minimum 25 post - so they can access marketplace of this forum.

Yes, its legal (meaning you can't go to jail for having sold your DP account) but
its against DP's TOS (meaning mods/admins can ban you from being a member of the site)

You can not sell something that does not "belong" to you. Members of this community do not own their account, the owner of digital point owns the account.
