seller pays fees?

I'm just wondering about the "seller pays fees" option?

I remember someone said, the seller has the choice to pay the fees or not, when they send you payment? is this true?

Or is this only for the personal account?

I thought by PP's TOS, you cannot force, ask or issue the buyer to pay any of the PP fees. And you are found to do that, then your account was closed?

I haven't read the new rules lately, but I'm wondering if anyone else knows about seller's paying fees?

Someone from dp(I can not remember his name  ) said,
As long as the buyer send the money as ''gift"
There is no fees If the buyer & the seller from the same country.
The buyer must pay fees If they are from different countries
