i asked a guy to install joomla template, we agreeed afee. When I paid him he declined the credit card payment from pay pal, why would he do this.
Maybe he is having personal paypal account so he want you to pay him through your paypal balance only IMO. DON.
Although many people can open paypal accounts and do make payments from them, many people are unable to withdraw funds accumulated within their paypal account. Paypal will not remit funds to everyone whether it be by check or electronic transfer and it has to do with financial agreements made between the countries. So if he accepts your money in his Paypal he may not be able to withdraw and will only have the option of spending it online - maybe that's why?
Is your paypal account a confirmed address? Some sellers like myself only accept payments from people with a confirmed address. This way we are covered under the sellers insurance policy.
Yup I agree deluxdon .. You can pay him by your paypal..If you only have CC...Just make him create another premier account.
