the thing about vps is that they require a bit of time to setup, while sharedhosting is much faster, but I would really like to know why the need for php 5.4 what kind of app needs it? No serious webhosting would have it by default since the stable release is 5.3.3

 

Not sure what your necessities are besides 5.4, but you could appear at good web service, I believe he has a unlimited free of their small plan. You can install everything yourself what ever you want to do, they give you a virtual private server with your choice of OS as well.
