Secure website that lets users access personal information.

I am looking to build a web site that has secure data that users can log into and access their own personal information. Much like a bank customer can log in securley and view their accounts. Can someone tell me where to start on this venture or better yet contact me about doing the project for me.

You need to use a database and php language, then when You already make login form etc and users can simple log-in then assign a SSL certificate to make Your site secure, SSL certificates are availble at:

What kind of database would be secure from spiders crawling? This DB will have medical records in it and I cannot allow it to be compromised. Do you think Oracle has a solution?
