    If you were fraudulent then no, if you can state a good case and you did nothing wrong then perhaps, people have had accounts re-instated.

    I'm a good example for this question.
    On the 3rd this month I sent to Google AdSense a question about the ads and they reply me that I need to remove my ads from my website.

    After a few hours they sent me an email with the subject "*Google AdSense Account Disabled". Doesn't sound good,right? :(

    They disabled my account, took my earning and told me that If I want to reactive my account I should send an email to an email that they wrote me with a lot of details about me and my website.

    I sent this email on the 5th this month. I waited 3-4 days and I didn't get any reply so I sent the email again with a few words and yesterday they sent me an email that they reactive my account and the account should be activate in 48 hours.

    Now I have Google AdSense again :)
