well i tried to search it but didnt get any. I think u should hire a freelancer when u are willing to pay for it.
Theres software out there that does this and a script called grab the feed that you can install on a server.
I think you have to look for ffmepg, mencoder, flvtool2, terms in google, vixy uses this tools for convertions process.
