    Some of specifications are Windows (or Linux - cos i am going to buy domain within 2 days)
    * Cost below 15$/year
    * atleast 2 Domain Hosting
    * Fantastico pre-installer
    * free minimum of 5 custom mails(or alias)
    * 99.9% upline
    * daily Backups

    Try Freehostia, you can try their services for free first without banners and almost full functionality. They're my hosting provider until I switched to GreenGeeks.

    i;ve been using them for years now
    and never had a problem with them
