Search Query Report wrong!

    I've got a campaign that has some keywords with low CTR (<1%). So I figured I'd use the Search Query Report to figure out what people were searching on that was causing this low CTR.

    But the Report results show that those low CTR keywords have a pretty high CTR (>10%). When I compare the number of impressions/clicks in the report to the Adwords admin panel, I see the same number of clicks, but a drastically different number of impressions.

    I do NOT have content network turned on (so the CTR isn't because of that).
    And I have geo-targeting to US states (so it's not some weird country reporting issue).

    When I contacted Adwords Support (via email, so I got the usual template reply), they said it might be a reporting delay. I've run reports going back 3 weeks, but the same results happen. The CTR in the report is high, but the CTR in the admin panel is low.

    And the low CTR is affecting my keyword performance. My min bid on those keywords have slowly crept up, and my average ad position has slowly been dropping.

    Has anyone else experienced this?
    Any tips on how to fix the situation?
