Script suggestion for local directory that supports reviews and attachments

    I want to create a local biz phone directory. Most of the businesses listed there will not have a website. Each listing would have a rating, and visitors would be able to post the reviews (similar to epinions and amazon).

    By pointing the cursor to the listing, an Ajax popup would come up with the brief description of the business (similar to netflix pop-ups).

    Also, people without internet access can call a certain number (powered by VOIP) and leave a voice message. Later, this message is converted into audio file and is attached to the appropriate listing. Visitors should be able to listen to the streamed audio.

    Any suggestions which PHP/ASP script would be able to perform the functions listed above?
