I am trying to install a script but it keeps getting an internal server error when i try to use it. It says i need my open_basedir disabled. Currently my open_basedir is set to no value. Is this the same as disabled?

I think what you want is open_basedir(false) If you post the script name your chances of getting and accurate reply will improve greatly.
you have an error on file adodb-connection.inc.php code line number 568 after fixing that error clear your site cache
