you need to follow them in order to send them direcct mesages, i suppose, twitter is changing thing every now adn then. test it yourself.
If you are looking to send them to people who are not Following you, that is not possible; you have to have a two-way connection between you and them to be able to message them directly. However, you are able to search keywords within your "cloud," and maybe successfully achieve your goal.
