I consider both of these websites as scraper.
    Infoscouts.com Vs Wisegeek.com
But what i want to discuss here it that Infoscouts have very bad repute i mean less SE saturation no PR and link popularity While Wisegeek has good SE saturation good and good link popularity and having pr5 as well.
So where is the difference in both of these websites?

What makes you say that either of those are scraper websites? I only looked at a few of the pages on each site, but the content seems to be original, in some cases written by the webmaster and in some cases by freelancers.

The reason Wisegeek is doing better than Infoscouts comes down to SEO. Maybe they did a lot of work to get incoming links. Maybe the keyword density is better. Maybe their content is just better.

The content on both sites isn't anything special, and it's obvious the sites are designed to maximize profits instead of the user experience. I'd be surprised if they had many regular visitors.

But i used copyscape.com to find out how many times contents appear on other websites. And results were horrible because same contents appear so many time on other websites.
Although i don't know they are stealer or other websites have taken their contents:)

but the most important piece of their anti-spam measures is to make sure that the algo is secret. (security by obscurity)
