probably not... you mean PUBLIC school - right? i doubt the school or municipality would come after you especially if it was being used in a positive way. of course, you never know anymore

Not sure about UK, but in the US I think the school does. A friend of mine used to run a website that sold books in a website that had the respective school in it. The school contacted him and asked him to take down the website, since my friend was making profit using their name. Best Regards, Surfup
Owning the rights to a name does not require a Federal Trademark/Service Mark Registration. The first person to use, and continue to use, the name is the legal owner. A Federal Registration establishes when you first started using the name, and allows you to collect treble damages in an infringement lawsuit - but a name without a Federal Registration isn't technically any stronger than one without. I don't know about the UK, but in the US, the rights to the name would be owned by the school and they could take action against anyone infringing upon the name if they wanted.
