    well i just wanted to ask..is it legal to ask someone to sign up for refreal ??? the $250 one

    as long as google doesnt find anything suspicious withyour ctr you are on safer side

    As far as I know, Yes unlike PPC ad units you can promote referrals, you can even write an article telling people to sign up. Google wont mind.

    If you ask people in general by writing an article about some referral in google and ask them to sign up. Google won't mind.

    But Google has strict objection for giving some incentives in lieu for signing up under your referral.
