Here is an interesting note about paypal. They will not refund you for an intangable item. A website and domain falls into this category as well. Basically, unless you paid for something that you can physically pick up then your not going to have any luck getting a refund. Tell paypal that part of the sale included a physical CD backup of the website and all data and that you did not recieve this item and only then will they give you a refund. THis goes for services too. If you pay someone for SEO work and then bail then paypal cant really do anything about it. Always mention a tangable item that is missing from the transaction. Except there was likely no tangible item mentioned in the sale agreement, so that would be fraud. And it would probably be across state lines making it a federal offense. Some tips for any sites you buy online: - Talk to the person on the phone or in person - Get a SIGNED written purchase agreement - Use an escrow service. You give them the money, he gives them all the site info. Once they have everything they give it to the proper parties. - If it sounds too good to be true it is.
