    Don't know about chargeback possibility in google checkout but you will get refund if you paid through paypal because they support chargeback very well.

    We do not ban people on request. We also do not get involved in private business disputes. You need to take it up with the payment processors, registrars, etc. DP is just a platform, and you do business here at your own risk.
