I have just had a terrible experience with a company called Cignusweb.com. This is an outsourcing company that claims to provide quality data entry, web designing and other web related services. I contacted them for a web designing project of mine. Their website looked fine and they looked quite professional at first. They took up my project and asked me to pay 30% advance, which I paid promptly. This was July 19, 2010. We agreed on a time period of 10 to 12 days to deliver the project. But soon after I paid them the advance, they went out of touch. There was no contact from their side and the only answer I got was when I contacted them. For the next 20 days, they kept telling me that the work will be done and it’s on track. But then, all of a sudden, on August 10, they inform me that the work cannot be done. Just like that! And when I asked for a refund of my advance, they blatantly refused even that. This company has been cheating people off their advances. They are running a scam and all website owners should be aware of it. Cignusweb.com is one of those scamming companies which influence naïve website owners and content developers with their “professional†looking websites and communication. They not only rob you off your money, but can also do far reaching damage to your reputation and goodwill and I am their latest victim. Hopefully, I have reached you in time and you have not been fooled by these scammers. But if you have made some kind of payment to these people, I would suggest that you end the contract as soon as possible, and cut your losses. Raj, first time i can see you to blaming some one but there must be something wrong with Cignusweb.Com because you are in front of this... this is really shame for web market that people do like this...there must be rules and regulation while taking upfront payment....
Did You pay with Paypal or through Bank Transfer. You can contact Paypal for getting your money back. Internet Business is based on Trust and such scams do harm the overall business circle. It is best recommended to stop dealing with these guys. Thank you Raj for enlightening us for these service providers.

This is sad to know. If you have made the payment in Indian currency through some bank transfer or check etc. then I think it would be much easier to file a claim, paypal takes too long to resolve disputes and I do not think that you would be able to get a refund back through that.. Since that is an Indian web design company and u also from same country I guess... so I guess it would be feasible for you to go to their office and ask them once more for refund else file a claim with out any delay.
Did you pay via paypal? You can file a dispute and get your money back easily. I understand you might have lost some time on the project, but with design and development projects, you must always insist on seeing mockups and demos. Is cignusweb a DP user? Please share their DP id.
