    Don't buy/sell when you're tired, don't buy from unverified PayPal sellers or members with no itrader ratings, do your research first (this guy is all over the place), trust your gut-feel, if it looks/sounds too good to be true, it is

    It doesn't work like that. I have no doubt the OP is telling the truth but unless we do a full investigation involving things outside DP (which we have no access to like PayPal records) it's going to be a 'he said, she said', 'yes you did, no I didn't' situation. Despite all the obvious signs, we can not say for certain the guy indeed scammed him. So to ban him from DP would be an assumption we won't make.

    It's a buyer's responsibility, not DP's to ensure a safe transaction.

    Maybe the guy is in hospital...

    Leaving it under 24 hours to make judgement based on this transaction is leaving it very short. And we can not go by evidence from outside DP.

    I had a webdesigner go missing for me for a week after I paid through paypal. I submitted a claim at paypal and we he received that email he told me that he was in the hospital and he apologizes.

    So being stupid I settle the claim and then he disapears again and since I settled the claim I cant reopen. :)

    I hate scammers.

    That's unfortunate indeed, you try to be nice and get stuffed.

    Anyway, here some rules of thumb to consider:

    - Use escrow if the money is more than you can afford to loose
    - Until a week has passed, there's many valid reasons that can explain why you haven't heard
    - If someone won't speak to you over the phone, he probably has something to hide
    - Try and pay half the money / receive half the goods in the initial stage so both parties know the stuff and money exists
    - When it's too good to be true... You know the deal
    - Google is your best friend, 5 minutes of research can reveal a lot
    - Communicate via e-mail or fax instead of IM/PM - it's far easier to keep an official record of terms
    - Get a second opinion from a trusted party to avoid overlooking dodgy stuff
    - Get all answers and solid proof before sending any form of payment

    also what info do you have on him... real name or such? you can file charges against him.

    Yep, 24 hours to complain is a little extreme.

    I had someone write me a few articles, and he sent me them, I was taken ill for 3 days, and when I came back I acknowledged email, and paid straight away.
