I can't figure out why they would do this, seems like it might have something to do with SEO?
2 Reasons - 1. Just by mistake 2. Experimenting something like does google pushed up those results up which get higher clicks, say if No2 get higher CTR than No1 than may be people like to see no2 result at the top.
