Saturation - indicated by # of searches v. # of sites?

    Hello - I am listing in directories for my newest site, and in part spurred by helpful thoughts by Compar, I am wondering if I've got some logic in awry (Bob, feel free to say "why yes, yes you do...":D). To come up with these keywords, I used MSN's/SubmitIt's data, which poses two figures - the number of searches for a keyword during a given period, and the number of pages optimized for that keyword. Based on that, MSN suggests the best, 2nd and 3rd choice for keyword.

    Say this: For one keyword, comparing the the number of searches made for a given keyword during a given period to the number of pages optimizing for that keyword for the same period:

    KW Number of searches Number of pages
    KW 1 10 20
    KW 2 4 12

    In terms of saturation and "niche profitability," wouldn't one be better off with KW1, with a ratio of 1:2 (twice as many pages as searches), than with KW2, with a ratio of 1:3 (three times as many pages as listings)? Or are there other factors I'm not seeing - e.g., for the former, there are so many sites with so many pages optimizing for the keyword, that getting in, while it looks good on paper, is a slim chance? In other words, are there factors here I'm not seeing?
