The report Google's Patent: Information Retrieval Based on Historical Data explains a Google patent that uses the age of domains, pages and links to avoid SEO practices.
This is probably what it has been refered to as "sandbox effect".

Does it mean that SEO is dead --in short-term-- for brand new sites?
What is your experience with the sandbox?

There are quite a few threads already about this Google patent, and 'link churn' so to just answer your question 'is seo dead?'...

No, I don't believe this will ever be the case. Its just becoming something more of a long term mission. Those that where in SEO for the short term, with cheap throw away domains are having to re think their goals, but there will always be ways to get that bit higher in ther serps - now you just have to be more patient. Google has been holding back brand new sites for a while now, I don't think this patent is going make that any worse, providing you stay within what they have set as the acceptable level of link rate.. what ever that might be....
