sand box is filtering out some sites which google dont have enough info on how to rank. there could be various reason for doing so but most common one is for new sites that are engaged in heavy link building to begin with but can't keep up with the momentum. to goggle, it is suspicious for new sites to have so many backlinks at the beginning but no backlinks or not so much backlinks afterwards so those sites get put into sandbox before google can decide where to rank them. when a site goes into sandbox, it can take months to recover from there so it is important to craft your link building campaign wisely to begin with or you will be months behind more info: http://en.wikipedia.org/wiki/Sandbox_effect
