We cut a deal to provide free dialups to a school. I want to give them a sales login to the web interface so the school's admin can create accounts. I want the only item to be a free dialup account. How do I limit what items a particular login can choose from?

You would need to assign them to an account class (and also the product to that account class).

You don't need to specifically set them up, just type them into the field.

ok I "think" i have it, but my salesperson site isn't asking for a username and password. I'm pretty sure it used to, where do I go to turn it on?

And on a side note, how would you handle this situation? Is using a salesperson login the way to go for them to create their own accounts?

There is not an option to turn off authentication for salespeople. What's the URL (really just filename) you are starting the signup at?
