Safest way to send money to China?

Paypal is out of the question because of it's over inflated fees.

    Western Union provides NO security.

MoneyGram says it's "safe" but doesn't say how.

    Any other ideas?

    Is a wire transfer refundable?

Wire transfers are not refundable. Once it is sent to a correct account, the money is out of your account. There is no way of getting it back. Wire transfer is reasonably priced for big amounts but is quite expensive for small.

By the way, what do you mean by safe ? If you mean that the other party will receive the money then yes, any method would do except anything which involves the postal service. If however you mean that you can get your money back if the other party does not fulfil the needs then pretty much none of the remittance company provides any such protection, paypal however has some limited framework and the cheapest of the lot as the sender do not pay any fees, only the receiver pays. As for the other methods, the sender pays the fees. With wire transfer, both sender and receiver pays fees.

I'm a huge fan of Xoom! It's unfortunate that they cover India but not China at this time.
