The problem is (as I see it) smoking tobacco or drinking alcohol is not a necessity, whereas driving is. Because of its necessity status, all the negative stuff that comes with it will be overlooked. There are more people dying in car crashes worldwide (including pedestrians), than people dying from lung or liver cancer, yet nobody gives a flying crap about it. But most importantly, money (huge profits) and politics dictate what is going to be labeled as really bad (smoking, for instance) and not so bad (people dying in a car crash).
