Run-of-Site links vs. homepage vs. sub-page links

There is a lot of talk about run-of-site links being discredited by google because they don't appear natural. While in theory this sounds great, I don't see it in actual practice when I do some research.

I run a couple of finance-related websites and have thus far stayed away from run-of-site links. The problem is that when doing some research on my competitors, the sites that are ranking in the top ten all have run-of-site links with only one anchor text phrase. They do not have a lot of other links, especially high pr links, other than these run-of-site links.

What is your take on this?
