RSS only for frequently updated website?

    Is RSS only for frequently updated website or any site could use it?
    what benefits will it have for me if i make an rss for a site without much frequent updates?

    Some directory only lists RSS feed and not a normal website. If you want to be listed by them, you need RSS feed.
