    Does google penalize sites that are pure rss feeds?

    If you mean sites that only have content from Rss feeds and update with the feeds yes. Blogger says any automated blog that uses rss feeds for content is against thier terms. Google owns blogger so i would say they have same opinion.

    of course they do....it is all duplicate content taken from other sites

    Yes it´ll be penalised. A site needs to have unique content in order to be optimised.

    Stealing other's RSS feeds and displaying on your site as your articles is not ETHICAL and against google's policies.

    I don't think you will earn anything but may just get ban from google for doing that.
