Each DC has a toolbar PR value. As the PR update rolls out it propagates across the DC's over a period of a few weeks.

PR update is still going on... so it will take sometime

 

Google updates different DCs first and then updates the rest slowly. If you use a Multiple DC PR checker you can see which are updating first.
