Do you know how much do they cost?
The cost is by artist, by composer, by music company or by ringtone ?

Depends on - if it is a ring tone from a current song, the holder of the songs copyright it also the owner of the copyright if you made a ring tone out of this song. You're the physical owner of the sound file, but you cannot sell it without to pay royalties to the copyright owner.

I am not sure but I think most of the ringtones comes for free. There may be many reasons. They may be attracting more listners to their songs. In other words singers/musicians etc are marketing theirselves. But in case there is restriction in publishing or selling their songs as ringtones, you must have to pay them.
