right side pushed down

    This is my layout http://tinyurl.com/67s4dz . Does this layout make the right side pushed down? cause mine doesn't but my friends say it does in IE7. How can i fix this to make it not pushed down on all browsers?

    In IE7 scroll down 2 times then does the right side get pushed down?
