The template and the layout isn't bad however, it's somewhat difficult to read the grey text on the page I think you should use a brighter color. For seo purposes you should consider making the title of your page shorter, your title is too long.
I like the overall look of the site. I would, however, put those menu items that are a the bottom of the page either in the sidebar or in the top menu.
Yes, the footer menu should be or a double of the top one or on the top. The ads seem to be too contrasting imo..

Big on content, short on appeal. You are going to be able to cram a lot of information on that page, but there doesn't seem to be much eye candy. Good if your intended audience are programmers I guess, but the rest of us like pretty things to look at
