Looks like a standard proxy site to me. I don't like light on dark sites but that could be my age Who is Surrogafier? Your source code is awful!!! Why is all that javascript and css on the page and not in separate files?
I REALLY like the color, I've never seen that green on a website it looks great - I would put a space between your paragraph and the URL, it looks a little cluttered, but other than that it looks great
I like the colors, but I'm not so sure about the background. If I was looking at this site for a long time, the diagonal stripes would make my eyes go really trippy. I agree with sheilasultani, there should be a space between the paragraph and the URL if not two or three. You also need a space between "surf safe,surf anonymously." Also, the advertisements on all three sides make it look very cluttered. I think it's mostly the text advertisements on the right side, since the images on the right and the advert text across the top don't distract too badly nearly as badly.
I think the site looks good but there is too many ads on the page it makes everything look cluttered.
