The background seems a little bright. That's where my eyes go first.

I like the color combination of the page, but the texture and color of background image reduce the inner page appearance. I think it would be better if you use plain image with darker color instead of using textured image.

 

The background color needs to change, I would use a darker blue or grey instead. Possibly with a light gradient effect. Also, for your links on the top area, I would move it above the line..

IMHO, the blue is still abit too strong =/

 

Blue maybe a little bright, though blue background with white aspects is one of easiest colour combinations for the eyes apparently. You could maybe soften the contrast of it, e.g. the headings could maybe blend in more. The design is a bit raw, and maybe rounded edges and a couple of blends here and there.
