    I give it a 7
"Ads by Paypop" has got to go.
Perhaps add "http://" at the beginning of the url box

On first sight, it looks ok. Though a few comments ;)
The layout looks okay, though, the red 'square' borderpieces make it look like a little older website (while the general background image (the gray lines) looks very well; its perfect for proxies). What I'ld do myself instead of 3 square boxes, is making 1 box with rounded borders and a little shade besides all borders (I hope you know what I mean, hehe, my english sometimes doesn't suffices to explain something). Then, within that box make 3 divisions with 1 gray line. That's just how I'ld do it, simple suggestion which could make it look even cooler.

Your site isn't completely compatible with all browsers, I noticed. In Internet Explorer (v 7) it looks to be all okay. In Firefox, the main page is still good too. But when you 'surf' in Firefox (v 2), a 1-pixel high blue line comes through the whole top part of the browser window (the address box and such). Also, there are some whitespaces which shouldn't be there. You could attempt to fix that maybe. I guess its just some CSS error or such (be sure to validate your css, if you attempt to fix it). I sometimes have problems with that too ;)

I have the idea that the site misses a little bit of color too. It's mainly grayish. For the logo, by example, why don't you put the 'my' part in a slightly different color? light orange or light blue, by example. The bookmark icon looks very cool, though the background gradient is too fast. You have 'book' completely white, 'm' holds the main part of the gradient, and 'ark' is mainly red then. I'ld do the gradient over all letters, would be cooler ;)

I noticed the header texts "Proxy Network" and "Friends" are images. I strongly recommend you to convert that over to text. Such images eat loads of bandwidth resources; and it can simply be fixed with CSS (width: 100%; text-align: center; border-bottom: 1px dotted red; )
If you intend to keep the images, I really recommend you to add ALT tags to it, to make the site more accessible. Really, its worth it!

To finish off, someone earlier said the text was hardly readable. Though, as of the W3C Visual Audio Contrast Guidelines, the contrast is sufficient to be very well readable. :)

Now, I'm not going to give a number between 0 and 10. Judging your site that way would be simply subjective and you wouldn't be helped with it. I though hope the comments I gave above will help you forward a little bit!

Not bad, I would give it 6 maybe 7/10. Many good tips listed above... take not and your site can only get better.
