There is one Ministitial with a close button and a other advertisment with a counter, just wait the counter to finish and the entire issues will show up automaticly, thanks for reviewing.
I didnt see the popups due to the adblocker i use i imagine. But i was turned off immediatly seeing that BIG donate via paypal button you have at the very top of the site. And considering you are using a free .tk domain, its likely free hosting as well, so not sure why you mentioned server costs really. Anyway, buy some hosting, and a real domain name would be a good start
I wouldn't call a login page + 2 ad units, website. There is nothing to review here, post back when you have a complete website!
I don't like the pop-ups. I think you should remove them or choose another type of ads. I think you should have a header/navigation for more comic categories and details
