Reverse SEO is the process of removing (technically de-ranking) websites other than your own from the first pages of Google.
Dirty tactics is what it is. Is it ethical: NO, does it's happen: YES Big Big Money in seo... some people can't get past their competitors so they play dirty and try to de-rank their competition... I had a client who this happened to unfortunately, one of his competitors began building XXX rated links and keywords towards his domain and also 10,000+ spammy links in just one month and sadly my clients site dropped from #1 spot for several keywords to barely having any visible presence in google.

If you could de-rank competitors websites, everyone and their mother would be doing it, thus resulting in search engines being meaningless.
I don't know if you can de-rank other websites, but you can always try to rank other websites higher than your competitors. For instance, if someone left a bad review of your business that ranks high, you try to bury that search results in a flood of positive reviews on other websites. There are SEO companies that will do this for you.
