You won't get a .gov site to change any content. Sounds like it's a state record, & just because it's no longer valid doesn't mean a thing, it's still a state record. That's the whole point of creating an online public record [history]. If you knew anything about US Gov. you would already know this. Not to mention you picked the state of Texas (not going to happen). Your best bet is to try & create loads of new content to push the old content from page #1, maybe get some new backlinks from some other .gov sites?
It sounds like you should partner up with somebody that has more experience, or a small company with a lot of experience.
