I have implemented a Responsive Web Design for my website and I stick with the maximum number of Ads Allowed (3 AD Units for content, 3 link units and 2 search boxes). When my site is viewed on a mobile device, the HTML will not change of course (since it's a Responsive Design) and the 8 units will render as usual. Is this a violation of Program Policies? Is the number of allowed ads different on a smartphone than a desktop? I could not find any information about this and I appreciate if someone knows the answer. PS: My reasoning is that it is not a violation because Google itself recommends Responsive design and advises not to touch the HTML no matter what the device is, I'm just not sure
The number of Ads in Desktop and PC are the same. No different about number. You need to focus on size of your ads in mobile. Google recommend to use responsive ad with auto-adjust size with all mobile devices.
